✦ 2026-06-b ✦ | Hinds' Sights | Your District 10 Update | | Taking Pride in both Juneteenth and Pride Month means celebrating the intersection of Black liberation and LGBTQ+ rights, recognizing that true freedom for marginalized groups is deeply intertwined. Both observances, held concurrently in June, are rooted in historical resistance, with Juneteenth commemorating the day in 1865 when enslaved people in Galveston, Texas, finally received word of their freedom, and Pride honoring the 1969 Stonewall uprising against police harassment, which was largely sparked by Black and Brown queer and transgender women. Please consider attending both Juneteenth Parade and Music Festival and the many Pride events in our city! We honor the perseverance of both. |

Juneteenth: The Other Independence Day Juneteenth is a vital celebration of freedom and resilience for District 10 residents and beyond. Juneteenth, also called Jubilee Day or Emancipation Day, marks the day enslaved people in Texas were finally informed of their freedom on June 19, 1865, two years after the Emancipation Proclamation. This day honors the strength and healing of formerly enslaved people and their descendants. The Emancipation Proclamation, issued by President Abraham Lincoln on January 1, 1863, declared enslaved people in Confederate states free, shifting the focus of the Civil War to ending slavery. However, it wasn’t until June 19, 1865, that the last enslaved people in Texas learned of their freedom, sparking the first Juneteenth celebrations. Juneteenth is more than a holiday or a day off; it is a powerful reminder of the journey from slavery to freedom and the ongoing fight for equality. It celebrates the freedom to heal, live fully, and reunite with loved ones. The 13th Amendment, ratified in December 1865, officially abolished slavery in the United States, making Juneteenth a symbol of that historic change. Chris Hinds supports recognizing Juneteenth’s significance in Denver, ensuring District 10 residents understand its deep meaning and continue to honor the legacy of freedom and resilience it represents. |

Notice of Public Hearing on the Rules and Regulations for Neglected and Derelict Properties Councilman Hinds is supporting clearer rules to make sure neglected and unsafe properties in District 10 and across Denver are addressed faster, helping keep neighborhoods safer and well-maintained. The Department of Community Planning and Development (CPD) will hold a public hearing on June 29, 2026, at 10:00 a.m. in Room 1.D.1 of the Wellington Webb Municipal Building (201 W. Colfax Avenue) to discuss updates to Denver’s Rules and Regulations for Neglected and Derelict Properties. These updates aim to improve how the city identifies and handles neglected properties, including those in historic districts and landmarks. The changes clarify emergency abatement powers, set clearer standards for securing properties, outline remedial plan requirements, and improve the appeals process. Residents of District 10 and other neighborhoods are encouraged to review the proposed changes and share their input. You can submit written comments to CPD or request to speak at the hearing by notifying the department in advance. This hearing is a chance for community members to influence policies that affect property upkeep, neighborhood safety, and enforcement across Denver. For more details and to view the full proposed amendments, visit the Department of Community Planning and Development’s website.

Shift2 Denver: Change Your Commute, Earn Rewards Councilman Hinds is encouraging District 10 residents to save money, reduce traffic, and improve air quality by shifting just two car trips a week to walking, biking, carpooling, or public transit. Through a partnership between Denver’s Department of Transportation and Infrastructure, the Office of Climate Action, Sustainability, and Resiliency, and the Denver Regional Council of Governments, the "Shift 2" program rewards people who choose sustainable transportation options. Here’s how it works: 1. Pick two trips each week you would normally drive alone—like commuting, grocery shopping, or going to the gym—and instead walk, bike, roll, scoot, carpool, or take public transit. 2. Join the Shift2 Network and log your trips online to enter monthly drawings for gift cards to local Denver businesses. Each month, the program awards over $1,000 in prizes to 15–20 participants, supporting our community while encouraging healthier, greener travel habits. By making this small change, District 10 residents can lower their carbon footprint, save on fuel and car maintenance, reduce traffic congestion, and increase physical activity. Plus, it’s a great way to discover new neighborhoods and meet neighbors. The Councilman is proud to support this easy, rewarding way for residents to make a positive impact on Denver’s environment and quality of life.
Colorado ER workers urge safety after rise in e-bike injuries Chris Hinds is working to make District 10 streets safer for everyone, especially as e-bike injuries rise among young riders. E-bikes, tricycles, scooters, and regular bicycles are popular ways to get around, but they come with risks. Hospital workers in Colorado report more injuries from e-bikes, particularly among kids aged 10 to 15. This increase matches a nationwide jump in e-bike sales - from about 500,000 in 2020 to an estimated 1.5 million in 2025. Jennifer Kiley, trauma services manager at UCHealth’s Longs Peak Hospital in Longmont, explains that e-bikes are heavier and have wider tires, making them harder to control and slower to stop. This means riders need to slow down earlier than they might expect. Chris supports safety measures that help protect riders and pedestrians alike. Wearing helmets, knee pads, and elbow pads can prevent serious injuries. Following traffic rules, using bike lanes, and stopping at lights and signs also reduce risks. Bikes should be equipped with lights and reflectors to increase visibility, especially in low light. Chris encourages all District 10 residents to stay alert and share the road respectfully, because safety benefits everyone. By focusing on safer streets and responsible riding, Chris is helping ensure that biking and e-biking remain healthy, convenient options for our community. |

| Water Use Reduced in Denver Parks To help protect Denver’s water supply during drought, Chris Hinds supports Denver Parks and Recreation’s new plan to reduce irrigation by 20% across city parks, including in District 10. This means some low-use grassy areas will get less watering, and fountains will be off for the season, but trees, athletic fields, pools, and splashpads will still get priority care. Because parks cover large areas, watering schedules are flexible to keep public spaces safe and enjoyable while conserving water. These steps help ensure Denver’s parks stay healthy and accessible even during dry conditions. |
