Hello,

I’m writing on behalf of Xcel Energy to request time on an upcoming Congress Park for All meeting agenda to discuss the renewal of Xcel’s franchise agreement with the City and County of Denver.

About every 20 years, the City and Xcel negotiate a franchise agreement that sets the terms for how Xcel provides electric, gas, and steam service to Denver residents and businesses. This agreement also allows Xcel to use public rights-of-way, such as streets and alleys, to install and maintain the infrastructure needed to deliver those services.

The current franchise agreement expires on December 31, 2026. Later this year, the Denver City Council is expected to consider referring a new agreement to voters for approval on the November 2026 ballot.

We would appreciate the opportunity to briefly walk your membership through:
  • What a franchise agreement is and why it’s required
  • What the renewal process looks like
  • How this agreement relates to neighborhoods and residents

We’re also happy to answer any questions from your members. Please let us know if we could be added to one of your upcoming meetings.
