Why doesn't Garfield Qualify for 20mph Speed Limit Signs???

Why wouldn't Garfield qualify for the 20mph Speed Limit Signs?

Is the Garfield St Neighborhood Bikeway not 20mph?
This link doesn't give enough of an explanation.
