Thank you for the update. I have some follow-up questions & concerns...

In no particular order:
- I've had to report snow/ice issues starting at Williams & heading West all the way to Broadway.
Will there be plans to clear snow & ice so that we don't need to report it?
- The Bikelane was re-opened from Grant to Sherman, but now it's blocked off just East of Lincoln.
Will the developer be required to add a shipping container sidewalk/Bikelane in the bike lane until the sidewalk & Bikelane are reopened?
- Several of the Blue 7th Ave Neighborhood Bikeway sides are not facing the cross traffic, like at Williams.
Will every intersection get one or more of the NBW signs facing the cross traffic so that drivers are made aware that they're crossing a Bikeway?
- I've noticed a number of other Bikeways getting a speed limit reduction with the 20 is Plenty updates. Two examples are Krameria at Colfax & 16th at York.
Can we expect a speed limit reduction to 20mph on 7th Avenue as well?

I want to thank everyone who attended the meeting last month and to all of those who have expressed your thoughts about the situation on 7th Avenue.


This week, the Department of Transportation and Infrastructure (DOTI) sent out a letter that outlines what they've heard from all of us, what they've done based on that, and what they're planning on doing.


I'm hopeful these actions will alleviate some of the concerns we have with this project. Please keep DOTI and our office informed of what you're seeing along 7th Ave and in the surrounding neighborhoods.

Background and Goals:

The 7th Avenue Neighborhood Bikeway, identified in the 2011 Denver Moves Bike Plan, is a pivotal element in achieving these objectives. Situated in Capitol Hill, one of Denver's densest neighborhoods with high rates of walking, biking, and transit use, this project plays a vital role in building a citywide network of safe and comfortable streets.


What DOTI Heard:

Engaging the community in the Community Transportation Networks (CTN) process, DOTI received valuable feedback focused on:

  • Reducing traffic
  • Lowering speeds
  • Creating safer and more accessible crossings


Post-installation, feedback fell into three categories:

  • Overall project support, improving ride experience.
  • Visual confusion at the Williams Street intersection.
  • Challenges with traffic circles and drivers not yielding.


What DOTI is Doing:

Completed Work:

DOTI has implemented significant changes post-construction to enhance safety and usability, including:

  • Intersection improvements at 7th Avenue and Williams Street.
  • Adjustments to flexposts, signage, and markings.
  • Collaboration with Google Maps for accurate routing.


Planned Improvements:

In response to community feedback, DOTI is making additional adjustments, such as:

  • Modifying pavement markings and updating signage at the Williams Street intersection.
  • Adding pedestrian crossing warnings and crosswalk striping at traffic circles.
  • Ongoing evaluation of stop sign requests at traffic circles.


Conclusion:

As DOTI approaches the final stages of this project, they are actively incorporating community feedback to enhance usability and safety. While some modifications are still underway, the 7th Avenue Neighborhood Bikeway is on track to provide a seamless and secure biking and walking experience for all. Stay tuned for the project's completion and updates on Denver Moves: Bikes, as we continue working towards a more sustainable and accessible city. Your feedback matters, Denver!


Next Steps:

DOTI is scheduling the final round of modifications to the corridor, marking the project's completion. Ongoing monitoring and updates to Denver Moves: Bikes will ensure a continuous commitment to improving Denver's biking infrastructure. Additionally, DOTI is in the process of updating its citywide bike plan, Denver Moves: Bikes Update, to define a process for evaluating and upgrading bikeways with semi-permanent materials.

Denver City Council Offices, please relay some of these answers while I get clarification on others. Please respond to me directly so that I know this was received.

David, can you double-check some of these answers with other teams?
I feel like there are perhaps misunderstandings or contradictions that need to be addressed.
E 7th Ave Neighborhood Bikeway

Not putting signage on cross streets that are busy thoroughfares sounds like a terrible idea to me. I'm wondering if you're confusing the way-finding signage with the street signs. They ARE in fact perpendicular to most bikeways in Denver.
Please go to 7th & Clarkson to understand what I mean. That one just needs to be higher. We have other signs telling us we're on a Bikeway like the Sharrows & the way-finding sign just East of Williams.
Please double-check this & change the signs if necessary. 

I was told time & time again that "roads with lines" will not be reduced with 20 is Plenty. I specifically asked about 12th & was told it was NOT getting reduced to 20mph b/c it was labeled as a Residential Collector.
7th is also labeled as a Residential Collector, not a Local street as was defined in 20 is Plenty.

Please double-check this with your team. If you're correct, does it mean that other Residential Collectors like 12th as well as Washington & Clarkson, identified the same as 7th Ave will be reduced to 20mph as well?

The response about snow clearing isn't acceptable.
It needs to be added to the route & be cleared at the same time as the rest of 7th Ave to the East of Williams & the Broadway Street Protected Bike Lane. What is the purpose of clearing the Broadway St PBL if 7th isn't cleared that directly connects to it? Dumping riders from a clear bike lane onto an icy mess is dangerous & irresponsible.

Will there be plans to clear snow & ice so that we don't need to report it?

 

We will work with our streets maintenance team to get snow/ice removed as needed. Our crews work very hard to maintain our existing bike infrastructure, and we need to expand our crews and equipment to pace the growth of our network.

 

 

- The Bikelane was re-opened from Grant to Sherman, but now it's blocked off just East of Lincoln.

Will the developer be required to add a shipping container sidewalk/Bikelane in the bike lane until the sidewalk & Bikelane are reopened?

 

I will check with our ROW team to see what has been communicated with the developer and what has been required of them. When I have more information I will share it.

The Blue bikeway signs are meant as a confirmation for  bicyclists riding on a bikeway, that they are in fact, on a bikeway. They are not designed to be a notification for cars that they are crossing a bikeway. So – no, every intersection will not get one of the signs notifying drivers of the bikeway.

There will likely be a 20mph sign at the entry point, coming from Lincoln. The city policy is that all residential roadways are 20mph, so not every block/roadway will be receiving signage. The language from our website is helpful here:

 

Denver is also placing updated signs at major entry points to the City to message to drivers the 20mph speed limit. These signs will be located off highway ramps and arterial roadways entering the City.
