Thank you for the reminder!

Can Mr. Williams please address how Encroachments to the Public Right-of-Way will be handled for new sidewalk installations & repairing existing sidewalks?

New sidewalks were recently installed along 23rd near Leyden, 26th near Jasmine, & Monaco Pkwy near 1st, around Encroachments creating unnecessary curves in the sidewalk & sometimes dangerously close to vehicle travel lanes along Monaco. 
Can we ensure future sidewalks are installed as straight as possible & set-back from busy roadways?

Also, several of those new sidewalk installations omitted the short lateral connections to the RTD Bus Stops. Can we get those completed & make sure that they're included moving forward?

Lastly, can he elaborate on how sidewalk widths are determined?
There seems to be a discrepancy with some installations along certain types of roads compared to others along the same type.

We discuss a range of transportation, transit, and streets topics, build connections with the agencies and organizations involved, and ensure that neighborhood input is included in plans at all levels!   • Denver Deserves Sidewalks Goes Live in January — Nicholas Williams, DOTI Deputy Manager
    This month, the voter-approved move of responsibility for sidewalk installation, upgrade and repair to the City with Initiative 307 enters its “live” phase. The City’s reworked and simplified billing to property owners will begin, as will City work on repairs. Denver will also work on designing the program for installation and upgrades aligned with the priorities in the ballot initiative (which in turn builds upon prior work such as the Denver Moves: Pedestrians & Trails plan).  Nick Williams organized the community stakeholder committee that recommended tweaks to the ordinance for City Council’s approval, and will join us to talk about what is happening now, the new online fee calculator, how DOTI is soliciting and prioritizing severe repair needs, and how the sequencing of an overall repair, build, and upgrade program as called for in Denver Deserves Sidewalks will be translated into an ongoing program.

     
  • Governor Polis’s New Vision for Colorado Transportation in 2035 — Matt Frommer, SWEEP Transportation & Land Use Policy Manager
    In November, Governor Jared Polis unveiled Colorado’s 2035 Transportation Vision, which aims to ensure Coloradans can get where they need to go while saving people money, reducing pollution, and improving public health. Recognizing that driving alone cannot meet all of Colorado’s mobility needs, the Vision focuses on expanding access to more affordable, efficient, and climate-friendly transportation options such as transit, biking, and walking. Already translating the vision into action, the State's Transportation Legislation Review Committee is currently considering a bill that would set transportation mode choice targets for CDOT and metropolitan planning organizations (like DRCOG in our area). Matt Frommer with SWEEP is very familiar with what is in this new vision document and all of these efforts, and has been generous with his time in sharing insights into its contents and how it connects to the agencies and departments moving our mobility forward. We’re happy to kick off the year with a look forward with Matt!

     
  • Getting To Know Yessica Holguin, Transportation Commissioner for Region 1
    One of the goals of the INC Transportation Committee is to help neighbors make direct connections with the key players and policy-makers influencing our evolving transportation world. This month, we’ll get to know Yessica Holguin, the CDOT Commissioner representing our part of the state. Yessica lives in Denver, and was appointed by the Governor to the Transportation Commission in 2021, in a time of great policy change for the state and CDOT guided by new greenhouse gas emissions targets and a move away from highway widening and towards multimodal investments. We’ll hear what it’s like to serve on the Transportation Commission, how she views the evolution of CDOT, and her goals for the new year.

     
  • Denver’s Transportation Work Plan for 2025 — Amy Ford, Executive Director, DOTI
    We’re fortunate to be able to kick off the year with Amy Ford, DOTI’s Executive Director, providing a look ahead. Now that the work plan is set and the budget is approved, we’ll get a solid overview of the studies, programs, and implementation projects we’ll see in 2025.  From new efforts that residents can get involved with and provide feedback on to all the implementation efforts that will make long-planned changes real, this “complete overview” will be a fast-paced 30-minute running start to the year.

Hello Councilmembers,

Please see the questions below that were sent to Nicholas Williams regarding future sidewalk installations.

I believe we have some issues that aren't being addressed with our sidewalk installations that are going to become safety hazards for all pedestrians & obstacles for those with limited mobility. Can we make sure these get addressed?

6th Ave at Cook has an 8ft wide sidewalk & curb-cut. That is FANTASTIC!!!
However, compare that to the new sidewalk installation along 8th in Congress Park. Why is that sidewalk only 6ft wide?

Similarly, why is the new sidewalk installation along Monaco Pkwy from 1st Ave to 6th Ave only 6ft wide? Shouldn't that have also been at least 8ft wide?

Hello Amy, Nick & Joel,

Thank you for the presentation last week! I think it will help to answer a lot of questions before they're asked.

I would like to follow-up on my questions & the presentation after watching the video.

During Amy's presentation, I asked about opening the 16th St Mall to bike riders. Is that something that can be considered for the bus lanes since the sidewalks are now so wide on each side? This would essentially be FREE to implement & would essentially create a Neighborhood Bikeway in the Downtown area.


From the Sidewalk Presentation, I created this bit.ly/DenverSidewalkFAQ link to share with RNO contacts.

Some questions that I feel still need to be answered.

- "When you start to add in right-of-Way acquisition, different things like that, it's very expensive."
This is PRECISELY why I've been harping on encroachments to the right-of-way by property owners installing fences or retaining walls. 
Why are those still being permitted?

- "Here are the Sidewalk Gaps that we're going to prioritize. Here are the Hollywood Sidewalks that we're going to prioritize."
What does prioritizing & correcting them look like? Will they be moved away from traffic & set-back away from the street?
The photo of Josephine along the Denver East HS parking lot is an example of a sidewalk that should be set-back away from the roadway, but will require that the parking lot fence be moved out of the public right-of-way.
- Why are "Hollywood sidewalks" still being installed with new construction projects?
Two recent examples are along E Severn Pl from Jersey St to Jasmine St. It's an example of where we COULD have had the people redeveloping the lot to install what we want for pedestrians & not what has historically been installed in the neighborhood. IMO, the 45-degree ramps installed by DOTI encouraged these installations.

Follow-up question from the Q & A.
- "Can we widen our sidewalks into the roads?" Can we widen the "tree lawn" into the roadway relocating the curbs along protected bike lanes? This will give more root space for the trees & then allow the bike lane to become a raised cycle track. An example of where this could be done now is along 16th Ave from Grant to Logan. The entire curb is being replaced by the developer & would be an opportunity to get bike commuters out of the gutter.

I request that everyone (or a representative of theirs) bike to a location of their choice on the 16th St Mall today or after the cold snap passes. I've mapped possible routes to the Daniels & Fisher Tower from my home in Congress Park. The options suggested by Google are in Blue & my third option is in Green. Notice how none of the routes get me there directly.

I think that the return trip is even worse...
Notice how the 17thStPBL isn't even suggested as an option. I suspect it's b/c it doesn't connect to 16thAvePBL across Broadway & you would still be forced to turn onto Tremont Pl down to the 14thStPBL.

In my opinion, all the zig-zagging & walking the bike for a block doesn't make the 16th St Mall feel connected or accessible by bike. Plus, not everyone can easily push their bike for a block since they may have limited mobility or maybe a heavier cargo bike or trailer that doesn't have a battery. I strongly believe that these limitations reduce the number of people who would visit & patron the 16th St Mall.

I think the solution is to permit bikes & scooters to be ridden on the 16th St Mall in the bus lanes. I have never observed a conflict with bus traffic while biking on the 16th St Mall during the weekend.

The bike lanes on 15th & 17th are on the opposite side of the road. So, anyone who bikes down to the 16th Street Mall gets to cross traffic on 15th & 17th no matter what. At minimum, those bike lanes need shifted so they're on the near side with the 16th Street Mall. These bike lanes are also on the opposite side of the road as bus stops like they are along Broadway. Even if not going to the 16th Street Mall, bike riders need to cross busy traffic each direction accessing the bus stops.

It truly feels like bike commuters are not welcome to come to the 16th Street Mall.

I want to come down there & spend money, but honestly it doesn't feel worth the hassle.

Can we make it better?

Bike lanes were not included in the 16th Street Mall redesign to prioritize pedestrian safety and improve transit operations in this high-traffic corridor. Instead, DOTI is enhancing bike infrastructure on nearby streets, such as 14th, 15th, 17th, 18th and 19th Avenues, and Broadway, to provide safe routes for cyclists and create a connected bikeway network that reaches all parts of the city.

I asked what I feel to be some pretty important questions that were alluded to in the bit.ly/DenverSidewalkFAQ presentation by Nick Williams, but no information was provided as to how they'll be addressed or when.

Here are a couple more examples illustrating my point.
- Sidewalk Gaps & Fence Encroachment
- Missing & Wonky sidewalks around a School

Again, I ask...
- How will Encroachments to the Public Right-of-Way be handled for new sidewalk installations & repairing existing sidewalks? What if they were "approved" by a City of Denver agency?
- Can we ensure future sidewalks are installed as straight as possible & set back from busy roadways? Some new developments/redevelopments seem to still be installing "Hollywood sidewalks" or sidewalks along the curb.
- What determines the width of future sidewalk installations? It was mentioned in the presentation, but no details seem to be available at DenverGov.org/Sidewalks.
- Is there a map of the known "Sidewalk Gaps" & "Hollywood Sidewalks" available? I looked on map of Sidewalk Repairs & didn't see Gaps or Hollywood sidewalks in my area. I think it's important that other agencies are made aware of those issues so projects are upgrading hollywood sidewalks & filling the sidwalk gaps instead of making more. Maybe this needs added to the reporting page?
