Hello,
I was reviewing the SSIS 1.3 and I really liked it. But I ran on
strange issue:
when i tried to debug Script Task - debugger won't work. Is it
something wrong with my configuration or it is supposed not to work?

Hi Georgy,
There is an issue in the SSIS framework. It verifies if there is a
standard Script Task with breakpoints before entering in script debug
mode. We have described a workaroung in our FAQ: http://www.cozyroc.com/ssis/faq
Search for "Why can't I debug scripts? I set breakpoints and start the
package in debugging mode, but it doesn't stop."
