SSDT 2017 crashes when applying Cozyroc 1.9 controls

After a recent update (unclear if it was Windows or .NET Framework), SSDT can't open or apply Cozyroc 1.9 controls into a package when using SSDT 2017. 

Open a package that already contains one or more Cozyroc controls causes SSDT to crash without any error or warnings.  When dragging a control into the Control Flow window, the following error appears:
