First, understand that the reason the city, county and state wants to know the business type as identified by NAICS is to determine how to charge for annual business licence. Personally, I would look at the listing of fees that are charged and find the lowest cost activity that you can leagally use.
I beleve that you will find that professional services of some type. A nd probably revenue generated by co-workers will probably involve computer programming.
