Issues with Course Builder pages after upgrading from 1.10 to 1.11

I've been using Course Builder 1.10 for some time now and have not had any issues. Below is a screenshot of the modules/admin page for my 1.10 instance of Course Builder. 

 


When I click on one of the courses, here's the page I see. Everything looks good.

 


I also have a test instance of Course Builder with the same courses. I have upgraded the test instance to 1.11. Here's the modules/admin page. It looks okay, but clicking the 'Add Course...' button and the 'Add Sample Course...' button doesn't do anything.

 


When I click on one of the courses in the test instance that has been upgraded to 1.11, here's what I see:

 

If I go to the explorer page of the 1.10 instance (https://goldsimcourses.appspot.com/explorer) without logging in, here’s what I see:

Any ideas what could be happening?

Congratulations, you win the prize for Seriously Weird Thing of the Day.  In principle you shouldn't be able to see the all-courses admin pages unless you're a fully-fledged admin at the App Engine or Course Builder level.

I don't have an immediate fix, just some requests for poking at things.  Could you please:
- Check what privileges "soft...@GoldSim.com" has when looking at the App Engine "IAM & AdmIn" page?
- Ditto for whether that user is listed as a site admin under Dashboard > Advanced Site Settings?
- Compare and contrast that in the 1.10 vs 1.11 installations

The naive and unlikely hope is that something is inconsistent across the installs.  The likelihood is that there's not, given your access to the all-courses page.   Oh, and if your screenshot tool permits it, could you also include the URL bar for your browser?  I am also nurturing a Small Spark of Hope that maybe you're working in multiple tabs and somehow one of the tabs is pointing at an installation you're not expecting.

When all of that doesn't bear fruit, could you next go take a look at the App Engine logs?  I'm not really expecting to see a good diagnostic message pop out of the back-end when it generates that 404 error, but ya never know.
