It appears that the Sign of Amon-Ra wasn't in the Temple of Ptah in the metropolitan part of Memphis, but instead was taken somewhere in the Grand Obelisk by a religious cult who call themselves the "Children of Amon-Ra". Legend says that a beastly "Ram-God" roams the area, terrorizing the citizens and eating anyone who encounters it. After clearing his way through the city, Sam finally reaches the Obelisk, defeats the Ram-God, acquires the Sign of Amon-Ra and continues with his journey.
The random makes sightings inconsistent.
I switched my technique several times in the hopes of discovering the Beasts' patterns. At first, I saved in the midst of Ecruteak City and wandered the tall grass of Route 37 at the 3000% game simulation speed provided by my choice of emulator. I counted eleven wild Pokemon encounters, and if I had not seen any Legendary Beast then I closed the application and relaunched it and reloaded and tried again; the run of ten encounters then reset was practised down to forty-five seconds. I was sighting a Beast roughly once every ten to twenty minutes. In a different setup, I observed no Legendary Beasts while grinding for an hour; as mentioned above, the cause I figured to be searching the same route in which I loaded the game directly in to, and indeed the usual sighting rate of one every ten to twenty minutes resumed when I changed to (save, then) load into a nearby City then move into a route to search. I later found the same in testing, and am now quite confident in my claim, though rarity as always could demonstrate that this was a large fluke, not fact, or perhaps something unique to my save. It is difficult to make solid observations of something so rare. In hunting, I also tried out some of the acclaimed 'frequented' locations, to a variety of results. Though each circumstance felt different in terms of hope for encounters, I cannot say for sure whether one particular route offers an advantage over any other.

On encounter, use Hypnosis first, one Mean Look, two Night Shades, Ultra Balls (keep the Beast Asleep).
If you are seeking to catch all three Legendary Beasts in a run of Pokemon Gold or Silver, then this is the paragraph for you: An emulator with an increased simulation speed toggle (or hold) is recommended. In Blackthorn City Mart, buy fifty Ultra Balls (P60,000). In Goldenrod City Department Store Mart, on 4F, buy ten Carbos (P98,000). In Violet City Sprout Tower, during night (18:00 to 03:59), catch Gastly. Use Carbos x10 on Gastly. Train Gastly to level 60 (but no higher!): preserve Hypnosis (start), Mean Look (level 13), and Night Shade (level 21); evolve into Haunter (level 25). Trigger the three Legendary Beasts by visiting Ecruteak City Burned Tower B1F north. Immediately walk out of the Burned Tower, carefully walk to the south edge of Ecruteak City (where the east side tree line ends, but not beyond it), ensure Haunter is in the top slot of the party, and save. On Route 37, walk left and right in the tall grass on the clearest row (at maximum game simulation speed, hold the right arrow key, rapidly tap the left arrow key). Count the wild encounters, and Run from any that is not Raikou, Entei, or Suicune. If no Beast is found within twenty encounters, then quit the game and re-load the save ("reset"). Repeatedly search the grass for twenty encounters and reset until encountering a Legendary Beast. On the first encounter with a Beast, immediately use Hypnosis; if it fails, then the Beast flees, so return to the southernmost spot of Ecruteak City and save; if Hypnosis succeeds, then continue the capture attempt: if the Beast wakes, then use Hypnosis as maximum priority, use Mean Look once, use Night Shade twice, then throw Ultra Balls (catch chance is not great, but the best available). Beast HP persists between battles, so be careful not to use more than two total Night Shades per Beast. When all three Pokedex entries are eventually available, save at the Ecruteak spot again, and reset. On each load, step onto Route 37, then check the Beasts' Pokedex Areas to see if one matches the route you are on (you should practise this down to ten seconds); if there are no matches, then reset; if there is at least one match, then walk (at max speed) through the tall grass, Running from undesired wild encounters, until finding the Beast - there is a small chance that the Beast will relocate after a dozen or two wild encounters, so you may wish to check the Pokedex Area again if the Beast has not appeared within that many battles. Catching is the same: use Hypnosis, one Mean Look, then Ultra Balls, but keep the Beast Sleeping; if the battle ends without capture, then reset (it is assumed that two Night Shades have already been landed on each Beast by now, if not then it is worth saving the Night Shade progress). Repeat this until all three Legendary Beasts have been captured. You are half-way when you have caught two out of the three. Pace yourself, as estimated average total prepare, hunt, and catch time is a dozen hours, but an unfortunate case may be twice that; indeed, the vast majority of Beast encounters will end with either the first Hypnosis failing and the Beast fleeing, or the Beast waking from Sleep and immediately using Roar. Assuming standard arrow keys and z, x, enter, backspace, spacebar emulator control layout, recommended hand arrangements follow (routinely switch to minimise strain): thumb on middle of spacebar through each of all four fingers on the z key, forefinger on top-left corner of spacebar through middle and ring fingers on z, middle finger on top-left of spacebar with ring finger on z, crossed hands little finger on middle spacebar through fore- and middle fingers on z, crossed hands with ring finger on spacebar and forefinger on z. Do not be disheartened, good luck!
Instead trying to make profit out of it once again with snipes or another gamble - they could add a %chance with each encounter or catch you do, the chance rises overall for all legendaries or each individually until it gets Shiny and resets. (like 0,3% per month or so)
Here is a spin of your idea. Every legendary you turn into the Baron will increase your shiny odds for your next shiny legendary. If I turn in 5 suicunes into the Baron, my shiny rate for the legendary dogs will go to 1/29995 (I realize this is insignificant, but that's the point). As soon as I encounter a shiny beast, my "legendary shiny rate" will reset back to 1/30000 until I sacrifice some more doggos. This will give a sink for the legendaries, and give those with the capital available to work towards something ridiculously expensive. The devs have already admitted that they have adjusted the shiny rate for the beasts, so that people would "actually get them". I believe this aligns with the devs goals, and helps control the prices of the legendaries.
By the way, I also agree that each of the three legendary beast Pokémon, have a different appearance as far as what type of animal they would be, Raikou has the appearance of a saber tooth tiger, Entei has the appearance of a lion, and Suicune has the appearance of a dog, or deer, or as one of the commenters already said some sort of Japanese mythological creature

Summarize your bug The trophy description reads "Scan All Enemy Types" I scanned all enemy types except for the Albino Wyyyschokk my first playthrough. I went back on a second playthrough and got the scan, but the trophy still did not pop. I am assuming this happened because it wasn't done in one playthrough. Nowhere in the trophy description does it say that the Tactical Guide needs to be completed in full for the trophy to be awarded.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Fight a legendary beast, if there are any other enemies in the vicinity you will be unable to scan the legendary beast because the body disappears extremely quickly and you can't make any scans if you in combat. In addition to that, these beasts never spawn again. So if you unknowingly miss the scan and don't load an old save, you miss out on the scan for the rest of that playthrough.
What happens when the bug occurs? When returning to where the creature spawns, there is no place for a scan to take place and you miss out on the scan for that whole playthrough.
What do you expect to see? I expect to either see the trophy pop when scanning the enemy in another playthrough or because these enemies are "legendary beasts" have their dead bodies stay in that area permanently so that you may make the scan later. In future games, scans shouldn't need to be a thing for enemies, especially if scans are blocked during combat. You only get to scan the last enemy that you kill.
You don't have to scan the legendary, they will auto-scan on death, HOWEVER, there is bugs with the legendary beasts, I never killed the Albino, hes removed from my game but I got his scan.... EAs response to this was "replay and try it again" according to one person on another page here. They don't seem to have any interest in fixing there game.
Read that statement made by SCV above... I bolded the part which applies to BOTH the legendary beasts AND the Latis... the IVs being copied down wrong is why. They start out with predetermined IVs or whatnot and end up with 0 everywhere after being captured. The IVs were transferred incorrectly. And I had no idea Emerald's Latitwins IVs were fixed.
