"Free Stuff" and Garage Sale

We came home the other day to a pile of "free stuff" across from our driveway. While we understand and support donating used items, we don't think that anyone would like to live in a neighborhood with piles of items on the sidewalk. It may start with a few pictures, but some may get the idea to place furniture out there and so on (we had seen 2 couches in a nearby neighborhood coincidentally on the way home that day and cringed). We would appreciate this being addressed at the next HOA meeting as spring cleaning is right around the corner.

Instead of allowing piles of donations in our neighborhood, would there be any interest in creating a neighborhood garage sale in early summer?  Thanks!
