PWM search: bug fixed in handling floating-point (fractional) PFMs

[COTRASIF]

Recently, a simple PWM search task generated a 13 GB results file.

Further investigation helped find - and immediately fix - a grave bug
in handling fractional PFMs.
The bug was accidentally introduced in November 2009 - just before the
0.22 version release.

This bug affected 4 tasks (submitted by 3 users).
All the submitters had their tasks re-run, and were notified of the problem.

P.S. An update of the promoters database to E!57 will be run soon.

Correction: re-running probably-affected tasks had shown that only 3
tasks from 2 submitters were affected.
