I am no construction expert...
But i will answer anyway...
1. Anticorrosive paint. .
I used it on my pressure booster tank...
2. we always used a swimming pool paint as a sealer...concrete is porous...all cement swimming pools are sealed with a rubbery sealer...
3. Silicone will work great if applied to clean/dry surface/joint
4. Ask your paint guy...but i also think dry would be best to apply sealer..

We have a water tank that is probably leaking like a sieve . . . built underground in concrete about 8 years ago, holds 7000 gallons . . . it has lost its coating and probably leaks at the exit point too. Photos of exit point, sides and rusty tin roof (with about 8 inches of reinforced concrete above it.
Some questions as I understand we may have people who understand building here.
1 for the tin roof - normal anti corrosive paint?2 for the exit pipe - best sealant twixt pipe and concrete - I see silicon now??3 for the walls/floor - do they need to be bone dry before painting on sealant and what is best sealant?
