When can I use the green block(with arrow)?

What's the meaning of   'counter with f from 1 to 4 by 1' ?

Is it related with the time? 

And what is 'f' of 'StartRotor function'???

What is the different from   'counter with f from 1 to 4 by 1' and 'counter with f from 1 to 1000 by 1' ?
