POPCRU Free State demands the immediate suspension of the Eastern Free State District Commander General Jan Tsotetsi

The Police and Prisons Civil Rights Union (POPCRU) in the Free State province finds it disturbing that the South African Police Service (SAPS) in the Free State province has taken favouritism to a whole new level, with the Eastern FS District Commander Jan Tsotetsi being protected by superiors.

The public broadcaster show Special Assignment has put to the fore issues the union has been raising with the SAPS related to several incidents wherein the very District Commander of the SAPS has harassed, victimized and literally threatened uniformed and non-uniformed staff under his management.

Despite having reported on these concerns, there has never been any action taken; demonstrating the extent to which his actions had been either ignored or protected.

POPCRU has on several occasions brought to the attention of SAPS management allegations of criminal activities by this Commander, and since he remains a protected individual within SAPS, all those were never taken seriously. Thus far, no action has been taken to even probe the allegations.

As a result of this inaction, many staff members have resigned, while others have been sexually abused, and with others’ working conditions deteriorating daily.

We therefore demand the immediate suspension of the Eastern Free State District Commander General Jan Tsotetsi and the immediate reinstatement of all Police officials who resigned due to the atmosphere that prevailed within SAPS Eastern Free State during this dark era.

We will be taking up necessary measures in realizing these demands.

Security Sector Under Attack

The South African Transport and Allied Workers Union (SATAWU) views and finds the killings of Security Guards in this country is an attack to the security sector and has gone too far. These brutal killings are taking place at a time where SATAWU is fighting and negotiating wage increment in the security sector with the employer. Our Members and Workers in the security sector are not safe, and it is very sad and worrying that each week in this country a security guard is gunned down while on duty. It is very clear that the sector is at war with criminals who won’t backdown without a fight. Recently two security personnel were shot and killed in Gqeberha in the Eastern Cape.

SATAWU has learnt with sadness that the recent attack on Security guards took place over the weekend in Claremont in Cape Town where an on-duty securities were shot dead and stripped of their firearms. Security Guards play a critical role in this country. We once again call on government and authorities to intervene on these barbaric acts against our people. SATAWU is also of the view that these firearms are used by the criminals to commit other serious crimes like murder and robbery.

The South African Transport and Allied Workers Union (SATAWU) still finds it to be an insult for the employer to refuse to meet the employees halfway with their 16% demand of increase under the conditions and difficulties that they come across daily. These companies are exploiting our members and we want to reassure our members and the society that will continue to fight for them, that includes their safety while on duty and salaries.

The South African Transport and Allied Workers Union (SATAWU) wishes to send its heartfelt condolences to the family and loved ones of the deceased. May they find strength during this difficult time. We also call on everyone who might have information that can lead to the arrest of the perpetrators to anonymously report to the nearest South African Police Service. SATAWU is of the view that in order to fight crime and GBV in this country we need to work in hand with law enforcement agencies.

COSATU wishes the ANC a successful and productive National Policy Conference

The Congress of South African Trade Unions (COSATU) wishes the African National Congress (ANC) a successful National Policy Conference this coming weekend starting Friday.

This Conference presents the ANC with another opportunity to reflect and do an introspection and also rekindle its dedication to continue serving the people of South Africa.

This Policy Conference arrives at a very difficult time for the country with the nation and its economy buckling under the weight of inflation, loadshedding and soaring crime levels.

There is an intense class struggle over the overall ideological direction of the ANC-led liberation movement. In contesting this space, capital is unleashing the most vicious, reactionary, and predatory attacks on the rights and gains of the working people of this country.

We have noted that there is a growing and sustained attack on collective bargaining, including by the employers in the state.

Therefore, the Federation goes to the ANC Conference to not just to sharply raise these issues but to ensure that there is a strong working-class voice and bias both inside the ANC, and in the policies espoused within the second radical phase of the national democratic revolution and implemented by government.

We want to ensure that in exercising leadership of the national democratic revolution, our national liberation movement, the ANC continues to enjoy the principled support of the majority of the working class.

It must be influenced to appreciate the decisive nature of the working class and the centrality of their role in the national democratic revolution.

The 54th Nasrec Conference of the ANC adopted radical resolutions intended to fundamentally transform the lives of South Africans.

But five years after that Conference, the unemployment rate is sitting at 45% and we remain the most unequal country in the word according to the World Bank.

Despite a clear commitment to addressing the historical injustice of land dispossessions, the majority of South Africans remain landless. The demon of racism and sexism still haunts the nation despite the clear commitment by the commitment to work on building non-racialism and non-sexism.

Our communities are still riddled with alcohol and drug abuse and gender-based violence.

The recent crime statistics showed that crime in South Africa is rising in all categories.

The Federation believes that austerity cuts have contributed to this deterioration is the safety of the country. Since the 2017 Nasrec Conference, the SAPS headcount has declined from over 192 000 to 172 000.

The budget cuts have left the SAPS with broken vehicles, antiquated computers, a forensic backlog, and a firearms registry riddled with corruption.

The Federation convened a one-day Special Central Executive Committee meeting yesterday, to consolidate its preparations for COSATU’s upcoming 14th National Congress in September, and also prepare for the ANC’s Policy Conference.

In our view, the ANC Policy documents do not contain any groundbreaking new proposals but contain and repeat many of the organisation’s previous policy positions. These previous policy position have the support of the Federation.

The concerning part of the is that these policy documents are silent on the implementation of previous policies.  They fail to reflect on what government has done since the last congress and they do not account for the real crisis in governance, and the state’s lack of will or capacity to implement these policies.

This issue needs to be addressed urgently.

The documents do acknowledge lumpen elements that have put the ANC in real danger of collapse but fail to acknowledge that, in fact, there are rampant criminals at all levels of the ANC, including its leadership. We want to hear a more assertive and bold call for the expulsion and prosecution of these elements.

It also calls for better public representatives but does not unpack how this will be done.  It correctly calls for skilled public representatives but does not spell out what are these skills, what qualifications should be required, if any, and how to determine these.

These are some of the key things that will be our focus during discussions.

We want a pro-working-class ANC that does not waiver when it comes to defending worker’s rights and that is committed to eliminating the legacy of apartheid colonialism. 

This means that an ANC government should stop the Neoliberal macroeconomic policies that undermine industrialisation and job-creation. It should stop the retrenchments, outsourcing and casualisation in the state, including lifting the freezing of public service posts.

This calls for an assertive and people-centred approach leadership that will ensure that those deployed in government commit to a shared vision and goals for the organization. Commitment, honesty, integrity, and humility are critical in building an effective organisation and government.

Internationally, since the last ANC Conference, we have witnessed considerable changes in the international balance of power, with both some prospects for gains and simultaneous reversals. A number of progressive left Latin American projects have made some gains from Colombia, Mexico, Argentina and Bolivia, while in some BRICS countries we have seen some electoral setbacks for radical leftist anti-neoliberal parties in India and Brazil.

In Africa, although the continent is still lagging behind in the development of productive forces, average economic growth rates are considerably better than the epicentre of capitalism.

The neo-colonial stranglehold over Africa is not facing any serious challenge from the political leadership in place, which still lacks a coherent strategic plan to deal with its challenges.

The African continent is a platform for all sorts of hybrid conflicts. Several parts of the continent, from Libya to Somalia are still reeling from the effects of western sponsored regime change, civil war, anarchy and destabilisation.

There’s a significant presence of non-African foreign militaries. Drone bases, logistics hubs, and other, covert warfare-facilitating outposts are pervasive. Both the US and France are the two most dominant foreign militaries operating extensively in Africa.

The ANC Conference needs to reflect on this and the implications for the continent going forward.

Our hope for the Policy Conference is that it should represent a turning point in the renewal of the ANC and in tackling and reversing the negative tendencies that have eroded the political integrity and moral standing of the ANC among the people. 

This meeting should reaffirm the core values and principles of the ANC like unity, selflessness, sacrifice, collective leadership, humility, honesty, discipline, hard-work, internal debates, constructive criticism, and self-criticism.

We need to see a renewed and rejuvenated ANC emerge. 

This includes an ANC which pays its employees their salaries in full and on time. 

COSATU affirms its solidarity with ANC employees who have gone through painful hardships over the past few years.  The Federation will be raising their plight with the leadership of the ANC and seek to ensure these workers are paid what is legally due to them.

We wish all ANC Policy Conference delegates successful and productive deliberations.

COSATU North-West vows to reclaim its status as a vigorous campaigner and to serve workers in the province

The Congress of South African Trade Unions (COSATU) in the North-West province met virtually in its ordinary meeting of the Provincial Executive Committee on Tuesday, 19 July 2022.  This was a follow up to the meeting that did not quorate on 08 July 2022.

As the second ordinary meeting of the Provincial Executive Committee since the 6th Provincial Congress of February 2022, the PEC was attended by the majority of COSATU Affiliates and by Locals.

This gathering took place under challenging times for the Federation in the province especially for the collective of provincial office bearers.  Despite the mentioned circumstances, the secretariat report was presented and discussed, focusing on organisational, political, and socio-economic assessments.

Delegates further engaged in honest deliberations on the following assessments and took far reaching decisions listed below:

Organisational Assessment

The PEC meeting took note of the organisational challenges facing the Federation and its Affiliates in the province and resolved to revisit the decision to convene a Provincial Secretariat Retreat before the end of August 2022.  On the agenda will be the sole aim of addressing and nullifying these organisational difficulties.

Locals were also deliberated at length, and it was resolved that Affiliates should submit proposed resolutions to the upcoming COSATU national congress.  These proposed resolutions will assist the functioning of locals as basic units of the Federation.

An update was received regarding the unfolding matter of the Provincial Chairperson of COSATU and other office bearers of locals. This was noted and it was resolved that the nature of the case is sub-judice and should be treated as such.   

However, the PEC committed to monitor the developments with keen interest.

Political Assessment

The Provincial Secretary presented the political assessment and delegates conceded that the political situation in the province is presenting concrete challenges that need concrete solutions.

The meeting also deliberated on the upcoming ANC Provincial Conference.  It took note of the ANC’s mountainous factional politics which remove the focus of the organisation from its tasks and the those of the national democratic revolution.

Leading to the Provincial Conference of the ANC, the PEC resolved that as the Federation should refrain from asserting association with any leader as this practice only perpetuates the cult of personality and entrenches factionalism.

We should rather engage on the type of collective leadership that is needed- leadership that will be brave and decisive enough to extinguish factional differences and elevate the organisation. 

The ANC in the province has far more important and pressing socio and economic challenges that must addressed with the necessary urgency. 

As the Federation, we will work with any leadership collective of the ANC that is prepared to put the party and its role as a leader of society first. 

Any leadership collective that is hell-bent on perpetuating the status quo of elevating the factionalism above the organisation must expect resistance from COSATU. The PEC adopted the political discussion document towards the ANC conference and directed the POB to meet with the alliance before releasing the document for public comment.

Members of COSATU and the SACP who have deviated from the mandate of the movement should be rebuilt and strengthened to regain the position of the working class as the prime motive force of the national democratic revolution.

Socio-Economic Assessment

Progress in terms of the section 100 intervention was noted. It was decided that a meeting be convened with the governmental provincial executive led by Premier Kaobaka Maape. Additionally, the PEC of COSATU must receive a comprehensive progress report in terms of the section intervention. 

We will then evaluate the success rate of this intervention in addressing hurdles that stunted the provincial departments’ ability to overcome challenges in the province.

The Federation has been calling for a provincial economic summit without any success. It will therefore release its document to the Alliance partners in the province with the intention of stirring an engagement to explore ways to improve the economy. 

Thereafter, it will insist on an Alliance Political Council to further discuss this document and emerge with concrete proposals for economic advancement.

The current state of the economy and the high cost of living including high petrol prices, exorbitant electricity tariffs and increased food costs were also tabled.  

It was agreed to further discuss these matters at the Provincial Organisers’ Forum and Provincial Campaigns Committee meetings and emerge with a programme that will expand the Federation’s footprint in the province. 

The PEC will also revisit all memorandums previously submitted to government and private companies and ensure that responses to them are received.

Conclusion

The 6th COSATU Provincial Congress was unambiguous when it directed that the Federation should revert to being a vigorous campaigner.  As the PEC we are clear of the road that lies ahead to achieve this goal since emerging from the 6th Provincial Congress in February 2022. 

In that regard, we are committed to concretely address all challenges that have been plaguing the Federation and unreservedly declare that we will not fail our members and workers of this province.

SATAWU on PRASA Western Cape

The South African Transport and Allied Workers Union (SATAWU) congratulates Passenger Rail Agency of South Africa (PRASA) in the Western Cape for resuming its services between Langa and Cape Town via Pinelands station route, and Bellville and Ysterplaat via Lavistown route on the central line corridor in the Western Cape. PRASA is expected to resume the services yesterday, the 26th of July 2022.

SATAWU understands that these lines were suspended for over tw0 (2) years due to cable theft and vandalism. We also take note that it has been very difficult for our members and workers in the Western Cape as they rely to the trains as their transportation to and from their different work destinations. We also wish to commend South African Police Service and Security Sector in the Province for having arrested several people behind the cable theft and vandalism in the above-mentioned stations and cases were opened.

The South African Transport and Allied Workers Union (SATAWU) once again calls on people of the Western Cape to work with law enforcement agencies to report any kind of vandalism at any station in the province.

SATAWU is of the view that the cable theft is not only a strain and inconvenience to our members and workers only but a sabotage to our economy. To refurbish these stations cost government billions of rands, money that could be used to develop our country and create job opportunities for South Africans.

The South African Transport and Allied Workers Union (SATAWU) is committed in serving its members with respect, safe and convenient services in all its sectors, we will continue to fight against poor service delivery to our people throughout the country. We wish to once again congratulate PRASA for the good work done for our members and commuters generally. President Ramaphosa welcomes the Serum Institute Funding Initiative for establishment of AU Health Workforce

President Cyril Ramaphosa has, in his capacity as AU COVID-19 Champion, welcomed the Serum Institute of India (SII) ground-breaking initiative to provide an initial USD 2,500,000 that will support the AU COVID-19 Commission as it implements the mandate to establish an AU Health Workforce Task Team which will undertake the programmatic work, public engagement and consensus building towards a fit-for-purpose health workforce that can sustain Universal Health Coverage in Africa.

The AU COVID-19 Commission supports President Ramaphosa in its role as COVID-19 Champion.

It partners with Africa CDC (which forms the technical arm of the Secretariat), Serum Institute of India and Seed Global Health to execute this mandate.

This comes as the partner organisations take stock of the lessons learned from the COVID-19 pandemic in Africa and the need for sustained financing for health workforce development. The initial funds provided by the Serum Institute will galvanise investment into an African and global health workforce.

The SII announcement follows a meeting held on Tuesday 12 July to commemorate the first anniversary of the AU COVID-19 Commission, ahead of President Ramaphosa formally submitting a progress report to the 4th Mid- Year Coordinating Meeting between the African Union, the Regional Economic Communities and the Regional Mechanism on 17 July 2022.

President Ramaphosa established the COVID-19 Commission in 2021 to strengthen the continental institutions established as part of the AU’s continental response to COVID-19. This includes the Africa Joint Continental Strategy on Africa’s COVID-19 Response, the African Medical Supplies Platform, the African Vaccine Acquisition Task Team (AVATT) and others established during South Africa’s tenure as AU Chair in 2020.

President Ramaphosa seeks to align political, health and economic leaders with a long-term transformational plan to train and retain a complete health workforce in Africa through a compact amongst member states. He has secured a mandate to prioritise the health workforce agenda and maintain political attention on the issue.

The African Union Health Workforce Task Team (AU-HWTT) is an ambitious new initiative which aims to develop a comprehensive framework to build a full African healthcare workforce - in pursuit of economic recovery and global health security.

Health workforce development is a critical pillar of the AU’s New Public Health Order towards universal health coverage, pandemic preparedness and health security.

 

Data has shown that the social and financial returns on investing in the health workforce are estimated to be 9 to 1, and in some health areas such as midwifery, there is a 16-fold return for every dollar spent on training a new midwife.  For countries or continents where the youth population make up over 50 per cent, the health workforce represents a pathway for job creation, economic recovery and social inclusion.

The AU COVID-19 Commission will oversee Africa CDC’s implementation of the initiative in partnership with Seed Global Health. It is anticipated that SII’s initial donation will act as a catalyst and “global rallying cry” for other investors, charities and governments to step forward and help build the systems needed to recover from COVID-19.

President Ramaphosa has welcomed this seed funding from Serum Institute of India, saying:

“I am pleased to see that Serum, as the producer of medical countermeasures, understands that it is the health workforce that delivers these lifesaving tools to the people. We welcome this contribution to kick start the continental health workforce initiative and call on businesses, donors and other investors to follow Serum’s example.”

Adar Poonawalla, CEO of Serum Institute of India said:

“We have a long history of providing healthcare support in Africa, including billions of affordable routine vaccines against diseases such as measles and polio, and the development of new vaccines to protect against meningitis and malaria.

“But the pandemic has taught us the need not only for life saving medicines but for the life-saving health workers to administer them.

“The AU Health Workforce Task Team, will mark the first step in the building of the African healthcare workforce of the future.

“We call on governments, charities and companies alike to step forward and contribute to this historic process and empower the experts at the African Union and Seed Global Health to make this lasting systemic change.  This will not only help to ensure more people in Africa get vaccinated to finally end the acute phase of Covid-19 and prepare the continent for the health threats of tomorrow.”

Dr Ahmed E. Ogwell Ouma, Acting Director of Africa CDC has also welcomed this investment, adding:

"Africa CDC welcomes the support from the Serum Institute of India to support a key pillar of Africa's New Public Health Order. This is also in line with our vision of respectful and action-oriented partnerships." 

Dr. Vanessa Kerry, CEO and founder of Seed Global Health, said:

“We are grateful to Serum Institute of India for their inspiring commitment which helps champion the necessary investments in the health workforce. Having worked alongside partners to help train over 36,000 health workers to meet patients’ needs, Seed has seen first-hand the damaging impact of not having enough health workers. COVID has exponentially exacerbated the crisis. Governments have committed to vaccine donations but rarely to the essential human resource infrastructure needed to deliver them. The compact is ambitious–we should be too. It will require historic up-front investment as well as investments in Universal Health Coverage grounded in the principles of access, quality, and financial protection.”

Along the SII announcement, President Ramaphosa also announced the introduction to Africa of the oral therapeutic Paxlovid that can now be purchased by AU member states at cost price.  Paxlovid is cheaper than other oral therapeutics, reduces death and hospitalisation by 89 per cent, is easy to administer, has few side effects and works against the Omicron variant.

This, coupled with increased vaccination, will significantly reduce the burden on Africa’s health systems that are being rebuilt to recover routine services and for future pandemic preparedness.

THE AU COVID-19 COMMISSION

The AU COVID-19 Commission was established by H.E. President Cyril Ramaphosa of South Africa upon his appointment as AU COVID-19 Champion in 2021. The Commission is mandated to support the President in his role by guiding the core response to the ongoing COVID-19 pandemic on the continent and to propose ways towards strong socioeconomic recovery for the continent.

The Secretariat of the Commission comprises the Office of the Presidency in South Africa and Africa Centres for Disease Control and Prevention (Africa CDC). Since its inaugural meeting in June 2021, the COVID-19 Commission has secured a number of key mandates to maintain the momentum of the core COVID-19 response and to build future health resilience.  These include committing to two hundred million tests on the continent, of which nearly 111 million tests have been completed through community testing, sentinel and wastewater surveillance.

Other key mandates secured by the COVID-19 Champion in the AU are:

• The establishment of the African Pandemic Preparedness and Response Authority, which will prepare and respond to future regional outbreaks.

• The conversion of the COVID-19 Relief Fund to the Africa Epidemic Fund and the replenishment of that fund for future pandemic preparedness.

• The Establishment of the Alliance on Health Systems Strengthening, which will pursue the determinations of the Abuja Declaration
