Version to release with Debian buster

Hi dev team,

This is just a heads up that the next version of debian is going to be
frozen shortly with the current version of CorsixTH 0.62 as released in
July. I would appreciate it if you could plan to tag a bugfix release no
later than 2019-02-28 to let me upload it before the freeze.

If you have more major changes planned, like 0.70, then please tag the
release by 2019-01-31. You might be interested in the installation graph
for the official debian package from 2016 (before then it was available
in PlayDeb):
