Stack Scroll with multiple layers

Hi everyone, please I wanted to find out if anyone can help me with this. 

I have 2 layers in the stack but during stack scroll, only the active layers scroll. The other layer also scrolls through perfectly when I activate it as well. 

Is there a way to sync the stack scroll to the work on the 2 layers at the same time?
