Position Summary
The Power BI & Crystal Reports Consultant will serve as a subject-matter expert in business intelligence, responsible for designing, developing, testing, and maintaining advanced data visualizations, dashboards, and operational reporting solutions that support strategic decision-making across the Office of the Public Defender. This role bridges technical analytics with mission-critical public defense work by turning complex legal case and performance data into clear, actionable insights for stakeholders throughout the organization.
Key Responsibilities
• BI Reporting & Development: Design, develop, implement, and maintain interactive dashboards, reports, and visual analytics using Power BI and Crystal Reports to support legal services, operational performance, caseload management, and executive reporting.
• Data Visualization & Insight: Translate complex datasets into intuitive, high-impact visualizations that facilitate data-driven decisions by leadership, attorneys, and administrative staff.
• Requirements Gathering: Partner with internal stakeholders to understand reporting needs, define key performance indicators, and translate business requirements into technical solutions.
• Data Integration & Modeling: Extract, transform, and model data from multiple systems — including case management and other data sources — ensuring data integrity, accuracy, and performance for all BI deliverables.
• Performance Optimization: Maintain data quality and performance tuning of dashboards and reports; optimize data models and queries for efficiency and responsiveness.
• Testing &
Quality Assurance:
– Work Product Testing: Conduct thorough validation of all reports
and dashboards, including functional testing of calculations, filters, visuals,
and data logic to ensure outputs are accurate and aligned with requirements.
This includes validation of measures, DAX calculations, and data model
integrity.
– User Testing (UAT): Plan and execute structured user
acceptance testing with representative end users to verify that reports
meet functional and usability expectations. Ensure feedback is captured,
logged, and resolved before production release.
– Regression Testing: Perform regression testing after updates, enhancements, or fixes to ensure previously working functionality is unaffected. Document test cases and results, and collaborate with stakeholders to resolve defects.
• User Support & Training: Provide training, documentation, and ongoing support to end users to promote BI adoption and self-service analytics capabilities.
• Governance & Best Practices: Ensure adherence to data governance, privacy, and security policies in all reporting activities.
Required Qualifications
• Education: Bachelor’s degree in Data Analytics, Computer Science, Information Systems, Criminal Justice, Public Administration, or a related field (or equivalent experience).
• Experience: Proven experience (typically 5+ years)designing and delivering Power BI dashboards and Crystal Reports in a professional environment, ideally within public sector, legal, or justice-related organizations.
• Technical
Skills:
– Advanced knowledge of Power BI Desktop & Service, DAX, Power
Query, and related visualization best practices.
– Expert proficiency building operational and enterprise reports in Crystal
Reports.
– Strong SQL skills for querying and transforming data from
relational databases.
• Communication: Excellent verbal and written communication skills, with the ability to present complex data insights clearly to technical and non-technical audiences.
• Analytical Mindset: Strong analytical and problem-solving skills, with attention to accuracy and detail.
• Collaboration: Demonstrated ability to work collaboratively with cross-functional teams, including IT, data governance, and operational leadership.
Preferred Qualifications
• Experience
working within criminal justice, public defense, or government agency
environments.
• Familiarity with case management systems and legal operations data.
• Exposure to additional BI tools (e.g., SSRS, SSIS) and data pipeline
processes.
• Prior experience training or mentoring junior BI professionals.
