I think this illustrates a potentially great opportunity for Corinthia, if we can get a good quality ODF implementation and web-based editor. LibreOffice is great for the desktop, but there is not much available for web-based editing (WebODF being the only one I’m aware of; since I believe Google Docs dropped support for it after a while).

And for an industry such as defence, in a country that is not part of the “five eyes” partnership that I’m ashamed to say my own is, I can see why open source wold be important, particularly given the current US for backdoors and Microsoft’s apparent willingness to spy on its users.

Louis: You’re the most familiar with government usage of ODF here; any thoughts?

Quite.

Italy is in the vanguard; one could jockey for lead (if not pole position) among: France, Italy, UK, with the dyslocation commonly referred to as "Spain" and elements in Germany, the Nordic Countries and then the smaller ones occupying various places—but I refer only to Europe. The evidence suggests that public sector agencies/municipalities responsible for their own budgets tend toward open source desktops & systems. But this is a gross simplification and runs up against human issues. Like the reality of good (or bad) salespeople, debt structures, cycles of purchase, etc., all of which make the identity of any one convert less promising than intriguing.

The Italian scenario, however, is promising. There is a big base of Foss and of course LibreOffice (I know many of them) in Italy, and as with all things involving decisions and money, whom one knows matters.

Meanwhile, the ODF Plugfest ends today (or tomorrow). It’s a government event. I’m following up on it, out of self interest, which also roots Corinthia. (My basic logic for about the lasts 10 years has been that the ODF could be a good marketing wedge. It’s not worked out, at least not for me—I’m not a billionaire--as the market also shifted away from spreadsheets to iPhones.)
