should i use Ignition script to change permission of files in CoreOS?

i want to change permission of some file like /etc/passwd to some value . Actually i am implementing some security hardening in CoreOS machine .i think i can do all these hardening using shell script .
Should i do this using cloud-config and igntion script ?
or can i use shell script directly ?

When should i use ignition script ?

Using Ignition for this allows your changes to be applied during boot. I would suggest that vs having to run your shell script and checking that it ran successfully.
