adding new image in AB OTA package on dessert upgrade

Hi,
Can we add new image to OTA package on dessert upgrade.

Pie - > AB_OTA_PARTITIONS = boot system vendor
Android 10 - > AB_OTA_PARTITIONS = boot system vendor newimage

I have created a OTA package on Android 10 with boot system vendor and newimage. It applies successfully on Android 10.
But, Oreo to Android10 update fails with error "ErrorCode::kInstallDeviceOpenError" from Update engine.
Please let me know if any one has tried this.
