WP Toolbar missing

I have been doing my church newsletter for many years now, first in WP 6.1
and now in WP 11, and all of a sudden I am unable to pull up the Newsletter
toolbar, even when I pull up an old newsletter that I have previously done.
I am therefore unable to make Headings and update the Table of Contents,
etc. I have tried all the toolbars that seem to be listed and none work.
What can I do? HELP
