The easy answer is because they are entirely different programs that happen to
share the same name. V5 was based on the old GEM code. V7 was rewritten from the
ground up as a 32-bit app for Windows -- it is essentially a new program that
does most of the same things that previous versions did (and a lot more).
Some things were changed in V7/V8 to remove previous limitations, so not
everything translates directly from V5 and before. That is why they are changed
upon import. In addition, there are a few glitches in the translation of complex
publications. Thus, your best bet is to simplify the publication as much as
possible in V5 before importing. Remove extraneous tags, remove extraneous
graphics or exceedigly complex elements, set all test to ASCII, etc.
One other thing, I would stick to V8 and make sure that you have the latest
version (8.559). It is much more stable than V7.

This was one of the most hotly debated changes when Corel decided to shift
to the publication as the main unit of file handling rather than the chapter
level, and attached the stylesheet at the publication level (meaning, as
there is only one publication, there could now be only one stylesheet).
It took a bit of getting used to the idea, but I have to say after a few
years, I wonder what we were worried about - it seems quite natural now. Of
course, many of us avoided having more than two or three stylesheets used in
one publication anyway.
To handle the transition, you can, if you wish, continue working much as you
did when it comes to old documents. The import routine in V8 gives you the
option of controlling how stylesheets will be merged. One option is to have
all the corresponding named tags from each original chapter stylesheet
preserved but renamed in the new stylesheet by means of prefixing or
suffixing them with the name of the originating chapter. (You can also have
them lettered or numbered sequentially).
This means that you will get multiple sets of tags in the stylesheet, each
bearing the name of a given chapter as well, and the tags in the respective
chapters will be renamed to match, so you still have separate sets of tags
for each chapter, even though they have been bundled into one (much larger)
stylesheet.
In practice you are likely to find that you can rationalize 80% of the tags
in a publication and use the same tags throughout for most purposes. This
has great benefits in ease of maintenance and consistency between chapters.

The SP2 patch will update you to V8.559 (you don't need SP1). You can download
the patch:
