Is there any way of creating my own template not based on an exsisting
template. I want to create an newsletter that is on 11 by 17 paper and folds
down to many pages front and back

Not as a "proper" template but if you create a blank file to those
specifications and save it you can then keep it as a "template" open it
and save as another name
