In Corel9, with selected text (highlighted), clicking FORMAT on tool bar
does NOT give me the options usually available, i.e. line spacing, line
height, make it fit, etc. Any helpful hints? Have I changed my default
settings somehow? Anyone else having this problem?

I have the same problem but I found a slight workaround. In the toolbar
configuration where it allows to select menu items the complete format menu
exists. All you need to do is add the format options that you need.
