DOS prompt in WIN ME Safe Mode

Corel FAQ Doc.#9308, para. 5 says "select Safe Mode Command Prompt
Only and press enter." But WIN ME does not offer the option of Safe
Mode Command Prompt.
Anybody know how to get one?

"NOTE: If you chose to install Corel LINUX onto a DOS/Windows
partition, there is a different bootup process. Windows must be
rebooted into Safe Mode Command Prompt Only. Follow these
instructions:
1.Immediately after the system's boot diagnostic, press the F8 key
and hold it down until various Windows boot options are
displayed.
2.Using the keyboard arrow keys, select Safe Mode Command Prompt
Only and press enter.
3.At the C:>\ prompt, type cd \cdl and press enter.
4.Type startcdl and press enter to launch Corel LINUX."
