The short answer is Yes, PhotoPaint 7 can do all that stuff and more
and PSP is in no way superior. When you say you haven't been able to do
anything can i ask whether you have completed the tutorial or worked
through the manual to acquaint yourself fully with Paints tools?

I bought the book "Corel Photo-Paint 7 plus, the official guide"
that books has helped me to improve what I was doing a bit, but not nearly
as much as I had hoped.
Every time I ask people how they managed to do it, they told me with PSP and
that they've tried Corel and hated it. So, I'm feeling pretty....ripped
off.

It depends exactly what effect you are describing - if it is one of the later
versions of PSP ie 5 & 6 they7 introduced effects the like of which are
commonplace in later versions of Paint ie 8 & 9. Paint 7 is a fine tool but
has been superseded by later versions of PSP and Paint 8 & 9. PSP 6 is a pale
shadow of paint 9 but compares well with Paint 7 which is a few years old now.

Sorry thats how you feel but its a matter of comparing like with like. How
many books are written for PSP? Few because although an adequate tool it
doesn't have the feature depth of paint.

Perhaps I need to come up with some specific questions to see what I can do
with the programs I have. But, I think those are more appropriate for the
PP7 list rather than this one. So, when I come up with some, I'll post them
there.
