I have gotten a "failed to create new document error" while loading a
corel draw file...
previous instances of this problem arose but was resolved after
rebooting + restarting the application.
now, rebooting and restarting corel doesnt help -- infact i've
uninstalled corel draw and reinstalled with no effect

Anthony,
Your system default printer (or network station to which default
printer is connected to) *must* be up and running. Otherwise you
can't start new document, open existing document and access
Tools>Options and Print dialog.
If you can't turn your system default printer on, configure it to File
in Control Panel>Printers.
