Design 8.5x11 but print to a bigger page size, ie 11x17, on a printer
capable of your larger page size.

The printable area settings literally come direct from your printer. Draw
merely asks the printer, at print time, what they are and then shows them
to you in the Print Preview screen.

You have to have a printer which will print to a bigger area than
your current sheet of paper before you can print to the edges of this
current paper size.

If you do that, is there a danger of spraying ink onto the printer
itself and making a mess?

When you print on 11x17 paper on a printer capable of printing on 11x17
there is not that danger. I meant create 8.5x11 job on 11x17 paper. Include
crop marks from prepress printing option. Then you can get the desired full
bleed requested.

The printable page area information is garnered directly from the
print driver's printer description file. It is a factor of the
printer, not the progam.

your printer will probably not allow you to print up to the edge of the page.
I am not sure but these limits are probably the defaults of your printer

You have to use the next larger paper format and to cut it afterwards. We got a
special laser printer based on a lexmark machine, where the printing area is set
to the left, but it also prints only 204 or 208 mm wide. The margins come for
real from the printer and in industrial offset print you use the same method
described above.
