Border for certificate?

I haven't touched draw for over a year and can't remember how to create or
get a border for a certificate. Can anyone help? How do I do this? Where
can I get a border or a certificate to just clone and change the text?

When in CorelDraw go to help and here it is what you get;

The line cap style affects the appearance of the endpoints of open paths.
Setting the line cap shape to Rounded or Extended actually makes the line
slightly longer.

To set an object's line cap shape

1. Select the object with the Pick tool.
2. Open the Outline Tool flyout, and click Outline Pen Dialog.
3. Enable one of the following Line Caps Style buttons:

· Square Line Caps
· Rounded Line Caps
· Extended Square Line Caps

Pick the rectangle tool. Draw a frame fill it with a colour you want the
frame be.
Let's say blue. Then draw the same way a second square of white colour
slightly
smaller the blue one drag and drop white square over the blue one and you'll
get the blue frame.
Sometimes you'll need to use Arrange Tools to arrange the order of layers.
