What eyedropper? Are you thinking of PhotoPaint?

I am simply trying to touch up a photo that has a reflection spot on it due
to the fact that the photo (8"x10") has a curved glass over it. It is an
old photo of my great-great-grandfather and removing the glass could damage
the photo.
I am trying to use the eyedropper to carry color from one area of the photo
to the hi-lited area and thus remove the glare spot. I cannot even get the
eyedropper to pick up color at all.

I'm not sure why it's not working for you--you should be able to primary-click
on an area, and the color there becomes your current Paint Brush color--but it
sounds to me as though you'd be better off using the Clone tool for such work.
You can adjust its transparency and edge softness so that the changes in the
area you're repainting are relatively subtle, yet true to the colors in other
areas of the photo.
