When attempting to do anything with JPEG files in Corel 5 my system always
locks up and basically crashes. Is there any patch or similar available to
sort this problem out.

What is the source of the files? Can you export something as JPG and then
import that file? Many of the newer digital cameras use some optional
information fields in their JPG files that Draw 5 didn't allow for. If that's
the problem here, an upgrade to a newer version is probably your only
recourse.
What version of Draw as shown in Help/About, and what version of Windows?
