Is there anyway through perfectscript to get the current value of a counter?

What type "counter" are you referring to? A variable in a loop? Or some
other type.

The counter set in the document....we do a counter display to set a section
number but I would like to know what that value is?

Check the system variables list. Each type has a variable -- there are
?ChapterNumber and ?SecondaryPageNumber and ?VolumeNumber for example.
