The .ocx web server isn't the best for all situations.
However, for small to medium sized companies it will quite often be the
fastest and least expensive way to get your data out thru an Intranet or the
Internet.
As to 'find' it, if you have Paradox 8-11, you already have it - just maybe
not installed. It IS on the CD for those versions.
You might want to start with the Internet section on thedbcommunity.com:

: software is made in delphi, and the tables in paradox, but i don't have
any
: cd to... so how could i solve the problem ?
:
Ah. Well, purchase Paradox is one answer.
Or, use another web server in Delphi and connect to the tables just using
Delphi.
The long and short of it is that if you are using Delphi, you would be
**far** better served asking this in a Delphi forum.
Likely people will have suggestions of which WebServer controls work best,
and more than likely can help with the programming that [might/will] be
required.

Then the process I outlined is likely your best avenue.
OR, if you know asp/php, ask about this on one of those forums. Again, you
are better served asking where people use the tool you wish to use.
If you know Paradox, however, purchasing Paradox (and thereby having the
websrv.ocx) and learning it is an option. If you don't know Paradox (the
Application), I don't know what your best option is.
For example, if you already know PHP and you already have a
server up and running with PHP supplying pages, you'd think that
you'd want to use PHP. Similarly, if you are tied in to IIS and
ASP, you'd use that.
However, in either case you'll need a Paradox ODBC driver. There
is one distributed by MS, but it is restricted in abilities.
Alternatively, you buy a more capable one. To do this, you can
either shell out a lot of money to InterSolv or else buy a copy
of Paradox 9 or 10 (11 ?) on eBay for about $100, as those
versions contained a single-user licence ODBC (which is all you
want - you've only got one web server). Then you can use Paradox
tables just like any other tables. Better still, you have
Paradox to use as an interface to see the results of your work,
etc., which makes life lots easier.
