App freezes when 2nd user runs it

Hello all.

I have a Paradox 9 app that ran for years stand-alone. Summer 2004 I
moved it to a Novell 6.0 server and connected 3 Windows 2000
workstations to it. All 3 workstations run the 4.9 Novell client and
map identically to the volume and directory that contains the app.
Tables, forms, reports, everything reside on the server. BDE is
configured on all 3 workstations with Net dir = the server volume and
directory. Private directories are local on all 3 workstations. The
app freezes when the 2nd workstation attempts to run it. The users
told me just this week that the app has behaved this way since the
summer, but they just asked for help now. The only change made over
the summer was splitting the network in the building into 2 subnets.
Server is on subnet A using static ip addressing. Workstations are on
subnet B using dhcp. Workstations run tcpip only, not ipx. I have
another client running the same app on Novell and it works fine, but I
don't know what protocol they use. I've have checked BDE repeatedly
and it looks correct to me. I can see that Paradox is setting locks on
tables with the correct network usernames when I do a Display Locks. I
can't see what I am missing here.
