Try updating your antivirus program defs; I don't have this problem at
all with the same configuration. If necessary, exclude your WP programs
folder from the AV scan. Is WP installed locally, and are the user
templates on the local machine in the user's profile folder?
Also, are you sure you're not running any Norton product other than NAV
in the system tray ... no NAV desktop-mgr type program or anything like
that?

What about Debra's suggestions for excluding the WP Programs folder from AV
scanning?
There are unlikely to be any future service packs for WPWin9. So apart from
controlling the AV scanning, you should consider asking Symantec, too.

Yours is the first report I have seen of such an interaction. It seems
unlikely to be a WPWin problem, as otherwise many users would have suffered
similarly.
FWIW, I am using Norton AV version 9.05.15, and do not get this problem you
describe. Also I have been using several earlier versions of Norton AV,
without problems, and I would guess that version 8 was included.
Have you tried asking Symantec for suggestions?
