Failed to update system registry error in WP8.0 and Windows 2000

Has anyone found a solution that works to the error: Failed to update
system registry.
I can access WP 8.0 as Administrator. I'm running SP7. I installed as
Admin and also found and article that says to give user permissions in
REGEDT32 to the Corel Folder in H Klocal Machine. Still getting this error.
I've unregistered and re-registered using the PFREG(sp) tool. Running on NT
4.0 Network.
When logged in as user with full rights on local machine I can the Failed to
update system registry, if I click ok it let's me in. Quite annoying.
Any suggestions!

Others are not still having the error, so perhaps you better double-check
what permissions you gave those users!
