need help with new court-required footer

I can't figure out how to add the new footer required by the courts here in
California. they want a horizontal line and name of document BELOW the page
number, but WP keeps wanting to put the line ABOVE the page number, considering
the page number as part of footer space. SOmetimes the number even appears
Under the document type AND above the line. Can anyone please email me with
help? Thanks.
