Can anyone indicate me how to design a personal business card template where I will be able to set margins and perforation lines on a 8.5 X 11 inches page to an unlisted business card package. Or can anyone tell me if I can achieve this by modifying an existing templace.

What version of Photohouse are you using?
DO you have Wordperfect by any chance?

Using labels in WP should do a great job of doing what you want. (under
FORMAT/LABELS).
