If so, select the photo image (Select: All [command+A, mac, ctrl+A,
windows]) Edit: Copy, make the oil image the current image, edit: paste.
The photo comes into the image as a layer.

Use File > Place, locate the image you want to add to your working image
as a Layer, click the Open button, and choose the Scaling percent, or
let Painter do it for you. Click the OK button and the Placed image is a
Reference Layer (low resolution standing for the actual image). Click
the Layer Adjuster tool and adjust the scale further, if you want to. If
not, in the Layers palette menu, choose Convert to Default Layer.
