Same problem in version 8, you mean they still haven't fixed it.
Another thing with the help file is if you make a search for a certain word,
it is not highlited on the pages it is found (even if you toggle
Alternatives/"Highligt activated on search" on) which makes it very hard to
find the passages that contains the word since some of the pages in the help
file are huge.

I'm using the PC demo and the help function launches as expected and the
searched-for terms are highlighted as expected.
Just FWIW.

I have the PC trial version installed.
Invoking Help caused Painter to go out on the web the first time I
tried it. I know this because ZoneAlarm popped up twice asking if
"Painter.exe" could have permission. I said yes and up came help. Then
I locked Painter in ZoneAlarm from accessing the web and Help
continues to work. Apparently it needs the web contact only the first
time.
SP2 has increased security and may be blocking that initial web access
without telling you which would explain Help not working.
On Win XP SP1, I have the same problem. I have deliberately NOT installed
SP2 because of Photoshop problems it appears to create. With Painter IX
TBYB, choosing "Help Topics" in the menu just causes the hourglass curson to
appear for a second, then nothing.

Rob
Can you tell me what Help pages have to be accessed on the Web? As far
as I can see, Help > Help Topics can be opened, displayed, and used
while we're not connected to the Web at all.
Help > Tutorials and Help > Corel Classroom do have to go out on the Web
to access pages on the Corel site.
Links on the Welcome Screen also need to access the Web.

That's just speculation. And the request for the internet when I first
used Help may have nothing to do with Help. It may be that Painter
just wanted something else. I'm just not sure. It certainly isn't
using the Web now as I page through Help because I've got it blocked
in ZoneAlarm just to see
