My line drops as a solid black shape. I've tried different settings and
still get the solid line after dropping. I'm running version 7 with the
latest patch on a Windows 2000 machine.

You need to make sure the Shape's Stroke and Fill are set the way you
want them and, if you want a Stroke, its Width is set properly.
Use Shapes > Set Shape Attributes to make these adjustments.
I get a better quality result when I first use Shapes > Convert to
Selection. While the Selection is active, I create a New Layer. If I
want the edges softer, I use Select > Feather (1 pixel). Then I use
Effects > Fill to fill the selection with color. Now the filled "shape"
is on a transparent Layer and it can be repositioned however I want.
If you want your Shape to have two colors (one for Fill and one for
Stroke), make a duplicate Shape and make one with only Fill and the
other with only Stroke, then treat them as described above.
Depending on the image size and resolution, you may or may not need to
Feather the selection, especially if the Shape has only vertical and
horizontal edges.

I can't reproduce your problem by first drawing a curve with the Pen
tool, then using either:
Layers section menu > Convert to Default Layer
or..
Shapes menu > Convert to Layer
Is this how you did it? If not, can you explain the steps you used?
Also, after making sure you have a blank Canvas, use Layers section menu
> Drop and Select. Then click inside the selection to lift it to a Layer. Then, after lifting the selection to a Layer, you'll need to highlight the Canvas (Select > All) and use Edit > Clear to remove the edge pixel residue left after lifting the selection to a Layer (which is what your screen print looks like, by the way... edge pixel residue left on the Canvas).
Have you installed the Painter 7 Update? If not, that might help. Use
the following steps to avoid problems:
1. Move any files you created that are inside the Painter 7 folders to a
backup folder outside of the Painter 7 folders.
2. Uninstall Painter 7.
3. Manually delete any remaining files and folders.
4. Reboot.
5. Install Painter 7 and don't open it even one time.
6. Install the Painter 7 Update.
7. Reboot.
8. Open Painter 7.

It's never happened to me (Painter 7.1.357 Win98 SE) and I use Painter 7
daily, and frequently work with Shapes. In fact, this thread is the
first in which I've seen this peculiar and unpleasant problem mentioned.
Have you written to Corel Painter Program Manager Tanya Staples to tell
her about it? If not, I'm sure she'd appreciate knowing. Her address, in
