designing a billboard of 60 x 30 feet

I need to design a billboard of flex material of the size 60 feet by 30
feet. How do i setup the new file dimensions and resolution in
coreldraw and photoshop. Is it true that 72 dpi is enough for digital
printing on flex material. And how can I enlarge or blow up a postcard
size photograph print on to that billboard. what is prefered scanning
photograph in high resolution of say 600 dpi and enlarging the scanned
picture to that size? How is digital printing on flex different from
printing on paper which is normally done at 300 dpi. also what is the
difference between dpi and pixels in a graphic app like Photoshop and
pixels?
