Windows "virtual memory low"

My computer got stuck during the startup phase, it passed the initial
startup, then the desktop background was displayed, but the icons on
the desktop woundn't show up, nor the "start" bar. It gave me a
message "virtual memory is running low". I hit "ctrl+alt+del", and
click on the task manager, it won't come up and another exception
message pops up. I clicked on ok, and the computer stays in that
desktop background page. I can't even go to "my computer" to increase
the virtual memory size.

Any suggestions? thanks alot.

It happened around the time I downloaded micromedia flash software, I
don't know if there's relationship with it. I was trying to reboot
after the download and I couldn't boot it up.
