DCs: urgent action needed by Friday, 14 February

Dear Colleagues,

on today's Dynamic Coalition Coordination call, we worked on the preparation for the IGF programme, which is pursuing an accelerated schedule. One of the sessions is going to be the Dynamic Coalition Session, but also all session proposals for DCs will involve grouping with other DCs.

Based on the previous work of our Coalition in regards to the UN Sustainable Development Goals (SDGs), whereas we mapped the work of the DC-CIV with the SDGs - with a result, shown on https://www.intgovforum.org/en/filedepot_download/6975/1397 we now need to choose a group to work with other DCs.

I am turning to you for your input. Please read the email below and my analysis/proposal.

At the DCCG meeting on Wednesday, 12 February, that was attended also by the MAG Chair Carol Roach, participants of 20+ DCs concluded to go forward for the IGF programme with an approach that demonstrates the ability of DCs to co-operate and work collaboratively towards achieving the GDC main objectives, the SDGs and the WSIS action lines.

 

Therefore, DCs are kindly asked to group themselves according to the following 4 sub-themes with references to the above-mentioned documents not later than Friday, 14 February, COB.

I have coloured in Red the SDGs which we identified in the document I quoted above, that the Core Internet Values address in one way or other. Based on these four groups, we have:

Group 1 Building Digital Trust and Resilience - 3 SDGs out of 4 quoted.
In past sessions we have covered the right to be safe (Freedom from Harm) and Trust is a topic which we often speak about. This is also a topic we have addressed with DC IoT.

Group 2 Building Sustainable & Responsible Innovation - 4 SDGs out of 9 quoted.
With 4 SDGs out of 9 and looking at the breadth of the GDC lines, WSIS action lines and SDGs, I am concerned that we are wearing ourselves too thin on this one.

Group 3 Building Universal Access and Digital Rights - 5 SDGs out of 9 quoted.
This one is also very broad. Whilst Universal Access and Rights and Freedoms are definitely a focus of our work, is this just a subset of Digital Rights?

Group 4 Building Digital Cooperation - 4 SDGs out of 4 quoted.
We focus on Core Internet Values. More recently, we have discussed principles around AI. We aim to ingrain Core Internet Values in Multistakeholder Internet Governance, thus there appears to be reasonable alignment here.

For reference, in last year's IGF (Riyadh), we were part of the group: Fostering a Safe, Secure, and Inclusive Digital Space that Upholds Human Rights.

Based on the above, my inclination would be to choose that DC-CIV join Group 1 and 4 because these are the groups in which DC-CIV covers most SDGs.

But I am aware that Groups 2 and 3 are also covering more SDGs. I therefore ask for your express input both directly by email or on the mailing list, which Groups we should join. I am really very open to suggestions. My feeling is that we've somehow, over the years, said that Core Internet Values applies to everything, but surely there are topics which need more focus than others?

Dear Olivier,

thanks (as so often) for doing this yeoman's work. Good analysis! The SDGs are too much of a straitjacket starting from the moment that IT, computing, and the Internet were not included explicitly. 

I agree with your analysis that our work, especially in the short timeframe of the IGF this year, matches groups 1 and 4 better than the others. I also see that we can make both more of a contribution, and more of a *differential, unique* contribution in Group 4. 

If there is no disagreement let's concentrate on that and move forward. What else would you need? Who else is willing to contribute? (assuming we agree on the above.)

Dear Olivier,

Thank you for your detailed analysis and for guiding this process. I agree that Groups 1 (Digital Trust and Resilience) and 4 (Digital Cooperation) align best with DC-CIV’s work. However, as Alejandro explained, I believe that Group 4 is the best fit for the coalition’s focus and impact.

  • Aligned with Core Internet Values: DC-CIV’s mission of an open, interoperable, and resilient Internet is fundamental to digital cooperation.
  • Strategic IGF Positioning: Governance of AI and emerging technologies is a key global issue, and Group 4 ensures our values are embedded in these discussions.
  • Building on Past Work: It expands on last year’s focus on inclusivity and rights-based digital governance.
  • Distinct Contribution: Unlike Group 1’s focus on cybersecurity and data governance, Group 4 allows DC-CIV to shape global governance frameworks in line with its core mission.

If there is consensus, I support prioritizing Group 4 while keeping an eye on synergies with Group 1 where relevant. 

Looking forward to the next steps and am happy to contribute further.
