FWIW: I looked into it after being asked to participate; but wasn't able to identify how to find the funding to attend. As I'm unlikely to be there, I thought I'd scribe some notes, hoping sentiments and considerations may be found somehow helpful... it's been written relatively quickly, and i think its important for me to note also - that some of my values, my views of how i would like ICT to better define me, others, inc. young-ones - are different to the views of others. The view, that people should welcome designs where they are defined by 'their' wallets - has been enormously successful... not sure it delivers human rights infrastructure supports, or cyber-security outcomes needed; nonetheless, the deployment stats are far better than other sorts of ecosystems considerations relating to more complex - inter-personal computing rather than 'mainframe' related ideologies (ie: involving RWW / Solid related structures, as noted below, also, as is still fairly poorly supported at an infrastructure level, imho.).
NOTE: importantly, in AU - my work, leading to having been involved in establishing 'W3C Credentials' (verifiable claims focus), the term 'human centric' as a licensing related modality (seeking to ensure future capacities to produce solutions that ensure people own their 'thoughtware') and various other aspects;
The forms for UN usually demand persons act as an agent for an organisation. I wish that was an option to progress human rights supporting works historically, but that simply wasn't the case. Feeling forced to provide false or misleading information on the form, a so-called 'work around', shouldn't be the expectation for participation, in my opinion - which appears to be different to those involved in defining the terms.
given my inability to overcome some of the challenges in a more timely manner, indeed also in consideration of the consequences of how I've been able to work on such issues overtime, as to be unencumbered in my capacities to prosecute (technological) supports for our humanity, etc...
I wish you all the very best, in my absence, I'll see about participating online.
NOTES I HOPE MIGHT HELP:
There's alot about the nature & body of my work overtime that wasn't clearly described publically - for human rights related reasons, which I continue to hope is of paramount concern.
The underpinnings for 'peace infrastructure projects', in-effect... IMHO: If it's going to support STEM, it's got to be honest. Honourable. As is foundational, for the growth of a moral economy...
FWIW: as to address the barriers, i'm currently working on evaluating considerations about jurisdictions, and which may be best placed to advance 'rights' based frameworks, to address issues that appear to have been inexorable when considered via the lens of Intellectual PROPERTY, as does work for physical 'things', .
Understanding that some regions consider legal personalities (IE: organisations, maybe also - software in some regions? ie:
DAO &
AI) 'people' (legal personhood), which may work well with recent efforts to define
'personhood credentials', people (with souls) - shouldn't be 'property'. I have some references about concerns (pre 2020 / 'id2020') such as '
Digital Slavery, time for abolition', yet the challenges to better support associative informatics in relation to the realities of 'what people do', & values, as may associate
https://www.ohchr.org/en/instruments-listings with socioeconomics & outcomes more broadly; continues to be - imho - more difficult than should otherwise be the case...

One of the fairly significant issues, is the lack of comprehension about the 'web of data', or semantic web related tooling & IMHO: the (or an) intended useful purpose of DIDs. (Decentralised IDentifiers : as was first noted on the W3C lists:
https://lists.w3.org/Archives/Public/public-webpayments/2014May/0033.html (AFAIK)). IMHO, this invokes two or three big concerns.
1. Too many don't understand the benefits of 'namespace'.
2. whilst projects on registries are developing (i'm not necessarily a fan, perhaps sometimes i do not fully understand? or maybe that's a kindness undeserved; or merely otherwise, an unfortunate situation? IE: not sure what to make of
https://uncefact.unece.org/display/uncefactpublic/Global+Trust+Registry ) ; I think the importance of ensuring DNS (ICANN Domains) is 'fit for purpose' is of the utmost of importance. Web3 domains, offer compelling alternatives - in an undesirable circumstance, effectively addressing issues that need interjurictional solutions that support 'human centric' informatics structures.
3. ontological design is poorly understood, poorly equipped and still mostly operating from legacy - historical considerations (ie: top-level predicate 'thing', DAML+OIL advancement process, ie:
https://x.com/sotonWSI/status/1172458143428816896 or, ensuring comprehension of the difference between a place or building vs. a human being
https://schema.org/Physician ); which, doesn't really support 'souls' well enough yet (imho), given the demands of modern contexts & 'n-dimentionalities'... (preparing for quantum computing apparatus at scale, etc.).
I believe there are significant benefits to particularly support feminine leadership of ontological design process, incorporating participatory engagement in an interdisciplinary manner right across the many liberal arts fields;
https://en.wikipedia.org/wiki/Liberal_arts_education yet, there's still a series of fundamental issues and i'm still puzzled about how or where to get the underpinnings, done.
"Personal information in the digital environment is protected by law and controlled by the individual owner."
Has become demonstrably - too hard. I think, the way to address this, is to consider how to define a 'rights' based framework, build upon 'moral rights' and related considerations therefore & thereafter also; which in-turn also, in relation to SOME of the implications, the outcomes to support the means for women (woman-hood, mother-hood,
et.al.) to be best supported, in western realms considered in particular, still leads me to think about the statements made by this young womans mother - about the opportunities provided, via ICT;
https://www.youtube.com/watch?v=7iqXXQQIZ0E which, in-terms of 'our values' (ie: delivers a stark reality about the nature of our status (note: the natural agent & the '
Status of Observer")
vs. any of the many areas, of so-called 'free work',
That if left without being better addressed, is likely to disproportionately disaffect woman-kind... 'free work' = no nest, amongst the many implications... but, through that lens, more broadly, humanity. our humanity. So, as i continue to work on progressing works that intend to support our means to achieve SDGs,
There's a variety of qulia, in relation to 'accepted norms' in western regions, that i assume developing regions would hope to 'leap-frog' or at least, not have such problems thrust upon them. How, that is supported by internet infrastructure & the evolution of that infrastructure, rather than growth of an alternative to meet the challenges otherwise found to be too hard to resolve; are amongst my hopes, in consideration for the translation apparatus, that shall act to support the needs of natural persons, who may reasonably be concerned about the contrasts between values that have been stated historically (ie:
https://www.ohchr.org/en/instruments-listings ) that may not be amongst the historical priorities for 'digital transformation' works (ie:
https://metadata.un.org/?lang=en ); and, pursuant to our shared values (ie: "Money must serve and not govern" (
FUNDAMENTAL CHARTER OF CHRISTIAN ETHICAL FINANCE )) - as natural agents, what may in-turn - best, be found helpful, an a manner that is honourably spirited...
Today, I think it's still very difficult to help elderly people get all of their 'usernames & Passwords' sorted out, to protect against online threats; it's also hard to ensure medical knowledge is available for them & their clinicians... I also do not believe governmental social security systems were intended to support the desires of software related commercial rents (subscriptions); which doesn't need to be the case for governmentally provided low-income card holders. I also believe, the means to pay people fairly - to remove 'digital slavery' from the supply chain of 'obligation free software'.
Therein, overall - perhaps - something that may be useful as a thought experiment - is internet a 'person', granted personhood - to be fought over, like property - or - is it a plurality of mediums ("Media") for communications, that is intended to serve our humanity (links to 'social') as a form of 'toolset', 'tool-kit', of medium for language(s). If natural persons, in their own agency as natural legal entities - are excluded in fora, linked to the governance of human rights infrastructure - how do organisations address the quorum shortfall - honourably...
as is the resource, consumed by software agents - to enumerate what our values really are... how we define people, 'success', how and what is sought to be characteristics of persons granted resources; vs. aspects pertaining to those who are not. So, in this world, where too many are told that 'they' are 'doing it all already', all too often (wouldn't be here, if it were all done); IMHO, the basis for STEM, needs urgent attention... The best in any field are artists... but whether or not they're in the fora defined to define us all, may come down to a choice made for a form; or indeed also, other decisions made by the very few, that have far more complicated implications... AI Bias, as LLM Platforms become increasingly instrumental 'appendages', accessible for so long as the subscription charges being met or prioritised... as the western 'black mirror' episode 'common people' illustrates
https://g.co/kgs/H6wHHnz - there's some ideological decisions, i doubt would be welcomed into regions that are yet to get the energy needed, to be able to then in-turn decide how its used to support basic needs, of which broadband becomes part of the broader considerations overall.. based on values, of course...
🙏🕊️ blessings & best wishes,
Timothy Holborn.
