On the ICANN Seattle meeting on Core Internet Values: Values as unalterable Vs Values as alterable

In a previous discussion, the debate centered on whether the core internet values—"Free and Open, Global, Decentralized, End-to-End, User-centric, and Robust and Reliable"—should be considered immutable or adaptable. 

One perspective suggested these values are "engraved," allowing for necessary temporary deviations but not fundamental changes, as "you don't fix bruises in the forearm by altering the genetic code of humanity." This view likened the values to "commandments," which remain unchanged despite seeming difficult or outdated, with allowances for deviations.

The discussion also explored whether the interpretation and application of these values could be flexible enough to address harms without altering the values themselves, perhaps by framing "freedom from harm" as a core pursuit rather than a core value. The nature of "freedom" was debated, specifically whether it should be absolute or balanced with obligations. It was noted that the core values can be understood on different levels, from superficial to deep, governance-oriented interpretations, and that the existing values contain sufficient wisdom to address harm within the community. 

Regarding emerging technologies like AI,  it becomes clear that AI alters internet interactions by generating content and code, raising challenges such as the need for users to distinguish between human and AI-generated material. This issue might need to be addressed, possibly by adding values like "Truth" or "good" without dropping the existing core values, to effectively address the challenges posed by these new technologies.
