Important points for reflection. The examples they have given of successful and unsuccessful interventions working at scale are very nice. But I felt that the reasons they have flagged for failure of many pilots to scale is incomplete. In India, I feel many pilots fail to scale (with the government) because the scaled-up versions flatten the context. The only way to preserve context sensitivity is to tie these programmes together with the community, and we know how to do that, but structures to support this are not strengthened. The result is flat interventions delivered through top-down (and increasingly digitized) protocol conformance with no bottom-up demand or feedback protocols put in place.
