This indeed seems to be the right way to map irrigated areas, by combining phenology information (single/double/triple... cropped) with evapotranspiration data. Most other works have relied on phenology information alone obtained from Sentinel/Landsat, and assumed that with a good enough training data or rules this could also help differentiate between irrigated and non-irrigated areas, but it always seemed a stretch. Looking at this in conjunction with ET seems to be the right way. This paper uses some static datasets for ET. We have lately been improving our own ET downscaling model to get 30m estimates, and if all that works it could help do irrigated area mapping more accurately.
