Perhaps an option would be to split the cost with the low income housing people and put a security camera at or near the stop sign at the entrance as a deterrent mainly.  By negotiating with the low income housing apartments, they may be able to take charge of the monitoring responsibility (since it's in their commuity interest as well) and we just split the installation costs for the ONE camera.  Perhaps with one of the signs as people enter or even below the "reserved parking signs that are already installed":

Hi all,

 

I believe we all found in the mail box the ballot for  the security cameras project, I’d like to spend  few words to explain why

I am going to deny funds for this project.

 

1)      Attached you’ll see the Certificate of Liability Insurance showing a very generous coverage for the HOA liability

In case we believe the coverage doesn’t fit our needs then we have just to extend it to cover all our needs, for

sure we’ll spend much less than  43000-$54000

 

2)      Are we  asked  to spend so much money because  few association lights have been  damaged?

How much do we have to pay to replace damaged lights? $43000-$54000 is  a lot of money  to take care just of few lights

 

3)      For those owners whose vehicles have been damaged: I am really sorry for them but I believe we can’t  spend  association

money for private vehicles that may be already covered with a  full coverage policy  bby the owner

 

4)      Since we live in a very low crime neighborhood the security cameras project is basically useless

 

5)      Even if  there are “bad guys” around us they won’t care about security cameras

 

Since the cameras will be visible the “bad guys” (if there is any) will  vandalize our areas without any problem if they’ll want ,

they will have just to wear a mask not to be identified

 

6)      Privacy issue since our patios will be watched

About one  week ago  I asked Adriana Da Silva about this issue, she replied that “…unfortunately in a common interest development the majority decides and if they approve all common areas including possibly exclusive-use areas such as the patios will be monitored …”

I don’t know what  you think about it all I know is I don’t want a ”big brother” watching my private life   on the patio.

 

7)      The camera project will devalue our properties

What a potential buyer can think about our community with so many cameras spread around? He’ll run away for sure  thinking this area

riddled with crimes

 

8)    If the association currently has $43195 in excess (as mentioned in the ballot letter) why don’t we lower our monthly dues instead of spending this money?

 

9)      The letter I got from MB says that a copy of the security camera proposal is available for homeowners to view

 

on the website however it doesn’t  say how to access the website. If any of you has this information please let me know

 

10)   In the end I believe this security cameras project if approved will be good just for the company performing the installation

My proposal mentioned before would be to CHECK first with the low income housing apartments.  If they had similar incidents, perhaps the major costs can be negotiated.  I agree that privacy is a concern and no one wants videos taken of their balconies.  So I suggested an entrance camera that can be monitored in conjunction with the low income housing apartments.  Since we all live in the same circle and neighborhood "Corde Terra Villas", we may be able to achieve the desired objectives with minimal or shared costs.  The stop sign area is sufficient to capture plates etc and the areas of ingress / egress would be limited to walking (near the low income trash cans).

FYI to validate the data yourself that Kevin had mentioned, here's a website that is helpful:

You should get a report similar to what I attached.  Again I'm not advocating the current proposal as-is, but rather checking with the low income housing since such cameras could be mounted on the senior housing; they may have a budget for such an item if it affects the community as a whole.

Danny, the board does have documented reports about these incidents.  You are entitled to your own opinion, as am I.  You can choose to believe what you want.  My only objective was to ensure that all of the facts were on the table.  That way people can make an educated decision.  

I only heard about the assault recently, within the past few months.  I did not inquire as to when it happened.  Isn't the fact that it did happen enough?  Do you feel better that it happened a while ago rather than yesterday?

As I mentioned in my email, there were some serious incidents that occurred in our community over the past year.  You may not have experienced anything, but your statement about individual paranoia is not fair to those who have.  I feel it shows a narrow perspective...shouldn't we be considering the community as a whole?

The individual homes are the responsibility of the homeowners, and it would be a most unusual legal system that would make the HOA responsible for an act of violence simply because it occurred on common property.   If that were possible we would be able to sue the police for not preventing crime.   I also do not think the community is responsible for an individuals bad choice in auto insurance coverage. This neighborhood is not exempt from crime, but is probably safer than most in the area.  I think it would be a waste of our monies to put in cameras without even a plan being placed before the members.  Who decided they were the authority on systems?  What would we be getting for the money?  Who is monitoring / recording?   What is the cost of maintenance? 
I will state again that I feel that this is a waste of HOA funds.  And decisions should not be based on individual paranoia.

One more thing...the Association general liability policy does not provide coverage for vandalism.  It also does not cover the homes...only the driveways and landscaped common areas.

I understand everyone is entitled to their own opinion, and I respect that.  However, there are a number of things that have not been brought to light that I feel are important for everyone to know before making their final decision.
 
1. While the liability insurance will cover many of the costs associated with repair of the community, what happens if someone gets seriously hurt due to an assault or as a byproduct of vandalism?   Wouldn't we rather try to prevent that from happening rather than paying for it after the fact?  Monetary reimbursement isn't everything.
 
2. The cost of the lights is not the issue, it's just one of the items that was discussed.  My primary concern is safety of homeowners, not necessarily the cost of replacing property.
 
3. Many auto policies do not cover acts of vandalism.
 
4. There were a number of serious issues reported to the board...among them were a sexual assault, shooting (no one was harmed) and many acts of vandalism that insurance did not fully cover.  I cannot specifically disclose details due to privacy regulations, but please trust that I would not embellish anything so serious just to prove a point.
 
5. I cannot argue this point, as it is a matter of opinion.  Personally, I think cameras would deter most of the vandalism that has occurred.  If it is a premeditated crime where someone plans to conceal themself, the police would still be able to get an idea of their build.  My point is that it's better than not having them.
 
6. We discussed this in the last meeting.  None of us have the time or energy to go through hours upon hours of footage just to spy on neighbors.  That is not the purpose of the camera system.  We would only view it if a crime was reported.
7. I do not have sufficient real estate experience to comment on that point
 
8. Personally, I think our dues are already very low.  I don't have any supporting documentation, but I can say that I don't know any friends or family who are paying less than we are.  All of my other HOA's have charged much more.
 
9. Adriana, do we have a pdf that can be sent to everyone?
 
10. I'm sure it would be cheaper if we installed a system ourselves, but would anyone step up to do it? 
 
I feel it really comes down to everyone's risk tolerance.  I personally would rather spend the money up front to try and protect my family and property rather than wait until something happens.  By then, it may be too late.  Money cannot fix physical or emotional trauma.
 
I understand many of you feel that neighbors looking out for each other is enough.  Thus far, that has not worked (see point #4).  The only feedback the board has received is from neighbors who are "looking out" for violations of the CC&R's, not for the safety of their community.  Keep in mind that the board has just reacted to issues that have been brought to our attention by other homeowners.  We did not actively go looking for any of the items such as the plants, curb painting, security door, patio paint or water runoff.

Having security cameras put in, for as much as they will cost us, does not make sense to me either.  There are much better ways to spend this money.  I don't believe in such a low crime area that security cameras will help.  Neighbors watching out for each other and lighting will be more of a help and at less cost.

Update regarding your billing after speaking to Kris in accounting it appears that late fees on at least one occasion were charged after the 15th.  The correct due date is the 30th of each month and we apologize for the confusion.  We have several clients that have a 15 due date and accounting manually has to change the due date.  All late fees that were incorrectly charged after the 15th are being reversed and we apologize for the confusion.
